WVA Criticizes FCTC COP10 for Omitting Consumers and Misdirected Harm Reduction Measures

PANAMA CITY, Panama, Feb. 04, 2024 -- Amidst the 10th Session of the Conference of the Parties (COP10) to the WHO Framework Convention on Tobacco Control, the World Vapers' Alliance (WVA) raises a poignant objection to the exclusion of consumers from pivotal decision-making processes and the potential adoption of measures that could significantly undermine global harm reduction efforts.

Michael Landl, Director of the World Vapers’ Alliance, underscores the seriousness of the matter:

"During COP10, decisions are being formulated without input from the most impacted stakeholders – the consumers. This marginalization is unjustifiable. Harm reduction saves lives, and it is imperative that this principle is acknowledged and integrated into global tobacco control policies."

"The proposed measures at COP10 could severely limit access to vaping and other safer nicotine alternatives. These proposals include conflating safer nicotine products with traditional cigarettes, prohibiting crucial cessation-aiding flavors, and enforcing other restrictive regulations."

Landl further asserts: "The potential restrictions under consideration at COP10 are not merely counterproductive; they pose a significant threat to public health. Constricting access to safer nicotine alternatives will only steer individuals back to more harmful smoking habits and potentially toward illicit markets."

Globally, smoking stands as a primary cause of mortality, claiming over 8 million lives annually due to tobacco-related illnesses. In response, the WVA contends that policies should be guided by scientific evidence. More than 100 global organizations advocate for the benefits of vaping as a less harmful substitute for smoking. Cochrane's extensive review, alongside numerous studies, corroborates vaping's efficacy and reduced harm relative to smoking. Ignoring this evidence during COP10 could precipitate dire consequences. Disinformation and stringent regulations may dissuade smokers from pursuing healthier options, potentially precipitating a public health crisis. The WVA implores FCTC member states to adopt a risk-based regulatory approach that acknowledges the diminished harm of vaping and analogous products compared to smoking.

Landl concludes: "We cannot afford to allow misinformation and misplaced priorities to dictate global health policies. It is time for the FCTC to heed the voices of consumers and the scientific community. We must safeguard the right to a healthier existence and ensure that harm reduction remains a viable choice for all."
